Down vote for the A's. Dragging down Rooker's trade value with an underwater contract is unnecessary. The A's have to spend a certain amount of money to keep the Player's Union at bay (and continue to collect revenue sharing) so it makes far more sense to kick in cash if they want to trade Severino.
