It's not a bad offer, but Joey Bart doesn't really fit for the Nationals. They have Ruiz locked into a long-term extension. Plus, they have Riley Adams and Drew Millas battling for playing time as a backup. I doubt that they would be interested unless they could move Adams somewhere.
