Looks to me like he's well on his way toward getting CY votes so yeah, you're not getting him for this value. Not even close. Why would any team trade such a valuable commodity for pittance?
Bieber's value is now -13.1 The entire industry knew he was at high risk for TJS, which has now sadly been confirmed.

Even if it was at that value, this return makes no sense for Cleveland... Dye isn't a want nor need plus Gutierrez sounds like a solid OF prospect and we need RH, he's so far away from the big leagues while Cleveland is going to be a playoff contender for the next 4-5 years easily... They would want help now more than a lotto prospect.
