This trade doesn’t make sense with the Rays expected to also trade Yandy Diaz and several pitchers to cut costs. However, if the Rays aren’t planning on trading Yandy and cutting costs, and they believe Hoerner can play SS for them for the next two years (and his elbow surgery went fine and he’s healthy), then maybe it makes sense.
