The Brewers would want pitching in return. This proposal has no pitchers. Milwaukee will say no to this.

Mr. Dodger is right. The Brewers would want pitching in any trade for Burnes. Milwaukee also wouldn't want Cartaya because he doesn't help them immediately. Their window of opportunity is closing fast and Cartaya is too far away to help.
