The Orioles offer some nice prospects headlined by Rodriguez. I think in a trade for Burnes the Brewers would want a little more certainty. For example, include Ramon Urias instead of Ortiz and Westbrook. The Brewers also remove Garcia and Perez. Each team gets to keep 2 of their prospects and the Brewers get Urias which fits a position on need (3B) along with 2 pitchers to help the pitching depth. The Orioles get a top of the rotation pitcher. At least from the Brewers point of view I think that trade proposal would be more appealing.

At the end of the day, Burnes is just too expensive. The trade as proposed is a large overpay by the O's ($25MM). Garcia and Perez don't add much value either, maybe they'll develop maybe they won't. Grayson Rodriguez is probably "untouchable." Yes, I know young pitchers are highly unpredictable. But Burnes will end up being very expensive over the next 5 or so years if the O's can extend him. Regarding comment about Ramon Urias- O's would trade Ramon Urias for equal value. They would like to keep Westburg and Ortiz. Ramon is a nice player, but I think the O's are looking to manage their team similar to Tampa - trade veterans early, bring up your prospects, extend potential stars. Gunnar Henderson probably will take Urias 3B slot, Westburg will probably make the opening day roster (at 2B/SS/Utility), and if Ortiz hits in AAA like he did in September, he'll be up mid or late season. They also have Mateo at 2B or SS.
