3Pirates notably did not mention Cruz as untouchable. With the Guardians needs at CF and SS they would undoubtably be very interested and possibly willing to overpay given the years of control.

Kayfus is a definite no to be added here... He's actually projected to break open with the MLB team in 26... Unless it's a legit All-star, then Kayfus isn't available... Cruz is a negative OF and barely above league average bat... He's not worth an overpay...
