Not sure of Phillies 40 man sitch, but the Rays would much rather have a close reliever than 11 outfielders. McGarry is rule 5 eligible this off-season, and the Rays have PLENTY of room for him.
McGary could be a useful bullpen piece while Palacios at best is probably not the best outfielder on a AAA roster which is why...its a no from me, dawg.
