2Rays get another arm in the pen without spending any money, while the Rockies get a reasonable upside former prospect who has gotten stuck in the minors and needs a break. Whitley has been in the Rays system a long time and injuries seem to have derailed him, but the Rockies have need for guys who can try out in the majors and hope to catch fire. Very low risk trade all round
