It’s been reported that he rigged it a bit so that the teams on his NTC were all contenders to which he’d likely be traded. That implied that he wouldn’t refuse to waive his NTC in that instance, but rather, it would give him a bit more control over the matter. Assuming there will be multiple offers on the table, he can pick which ones he would agree to. Presumably Atlanta would be one of those.
Presumably, MadBum would want an extension if he’s traded to teams on NTC. Which complicates matters, and yes ATL is on the list.
MadBum can’t do anything if he’s traded to a team that’s not on the list, like Oakland or Minnesota. Which is why I think Bumgarner and probably Smith as well are headed to a contender who is not on his No Trade List. The deal just gets done if the the clubs agree on the players, no hang ups on extending Bumgarner.
