The Rays have one of the top rotations in baseball, their pitchers are locked up for at least the next 2 years, and they have current top 25 prospect Taj Bradley ready for the Show in 2023 and former top prospect Shane Baz coming back from TJS next year (plus a bunch of other arms). They are more likely to be trading a pitcher than trading for a pitcher. What the Rays need is offense, particularly left handed bats. And they need that bat(s) to be an established big leaguer, not some prospect who is struggling to find success in the Majors (or someone who is 2-3 years from the Majors). The Rays are built to win now. They aren’t looking to make the team worse.
As for Bradley, he will almost certainly start the 2023 season in the minors. When I said the Rays have one of the best rotations in the Majors, I meant it. Bradley isn’t beating out any of the Rays’ top 5 pitchers in ST, all of whom could deliver 3 fWAR or better this year (and if everyone stays healthy, the Staff could produce 20 fWAR or better). Bradley is depth this year.
That said, how many teams have a top 25 pitching prospect as their 6th man and another top 25 pitching prospect coming back from injury for the following year? The Rays are loaded with pitching.

I think the Rays will keep Arozarena and Bradley in Tampa Bay.
